Understanding the TOPS Application and Why It Matters for Your Security License

Of all the steps in becoming a licensed Texas security officer, the TOPS application is the one that generates the most questions from new students. TOPS stands for Texas Online Private Security, and it is the portal the Texas Department of Public Safety uses to manage every private security license in the state.

It helps to think of TOPS as the administrative backbone of your license rather than a training requirement. Your Level II or Level III course teaches you the material and issues your training certificate, but TOPS is where that certificate actually becomes a license. Once you complete training, you will use TOPS to submit your application, upload required documents, and track the status of your background check.

The background check itself is completed separately through IdentoGO, which collects fingerprints on behalf of the DPS for an FBI-based review. For armed applicants, TOPS also connects to your MMPI psychological evaluation, form PSP-13, which must be completed before an armed license can be approved.

Perhaps the most overlooked detail in the entire process is company affiliation. Even after your training, background check, and any required evaluations are complete, your license cannot be activated in TOPS until it is affiliated with a licensed security guard company. This single requirement is responsible for more licensing delays than almost anything else, simply because applicants are not always told about it in advance.

The good news is that none of this has to be confusing if you know what to expect going in. Understanding what TOPS does, and doesn’t do, before you start training can help you move through licensing without unnecessary back-and-forth. If you get stuck at any stage, Guardian 6 Protection provides guidance throughout the TOPS process so you are not navigating it alone.
